Brownfields Development - Experience and Capabilities
What is the Brownfields Program?
Brownfields are underutilized properties that are contaminated or perceived to be contaminated. Often located in urban economically distressed areas, they remain fallow and present significant municipal tax liabilities and public health threats to the community. Since the mid 1990's, there have been various changes in environmental and tax law to encourage the re-development of these properties by providing attractive packages of liability protection, tax credits, grants and low interest loans to prospective developers.
Because of the special consideration given to these properties by the government, it is essential that the development team hire an experienced consultant who can properly interpret site conditions and help take advantage of all the benefits that recent legislation may provide.
Lord Associates has assessed and remediated many underutilized properties under private, state, and federal programs. Lord Associates has written successful Brownfields applications for both assessment and cleanup funding under the Mass Development Access to Redevelopment Fund, and has helped individuals and communities gain access to environmental cost-cap insurance.
Our staff's experience includes serving as:
- the LSP of Record for the first EPA-sponsored Brownfields Pilot for the City of Somerville,
- the LSP of Record for the EPA-sponsored Brownfields Pilot for the City of New Bedford,
- the first Mass Development-sponsored assessment program for the City of Lowell.
